At first sight, it does look like the OMA proposal (and any other stacked box typology) but on closer inspection... it still looks like the OMA proposal... but looking at an even closer inspection you'll realize the plans, elevation, scale and the way the organize the program is much more clear than OMA's proposal.
But I guess it doesn't change the fact that the two proposals are still in family.
